Where in the world could I wear this dress?

When I first bought it, I figured I could wear it to a sweet sixteen and other semi formal events. However, my friend claims that this is more bussiness than semi formal. What do you think? Is this okay to wear to a sweet sixteen, or to school/family gatherings?

For extra info, the dress is sheer on the back of the bodice and the fabric is shiffon with sating finishings. It reaches just above my knee and a bit higher in heels.

Reply:it looks great for a sweet sixteen as long as that party is at night in a club surrounding-black never looks good when you're at a party on the beach or during the day where it's supposed to be light and summery. it looks good for a more formal date, too. anything that you want to look nice, sophisticated, but still young.
